There is clear movement that some thing is going to happen to tarrifs. Here is a court order to liquidate current tariff positions for a lot of companies, including Jinkosolar. (It is public information so seems ok to link.)  If I should speculate that means there will be a new tariff or a new deal as they are removing all cash balance of old tariff sceme.

malaysia cell + tawian will not have AVD duties:
http://adcvd.cbp.dhs...ch=photovoltaic

In same article you can see that they are continuing collecting AVD on chinese modules with same rates as previously.

Also something that eludes some, tariffs are on entered value of customs - so it is for example excluding VAT.

What relief is the end result of an Antidumping or Countervailing Duty Investigation?
If both Commerce and the International Trade Commission make affirmative findings of dumping and injury, Commerce instructs U.S. Customs and Border Protection to assess duties against imports of that product into the United States. The duties are assessed as a percentage of the value of the imports and are equivalent to the dumping and subsidy margins, described above. For example, if Commerce finds a dumping margin of 35%, U.S. Customs and Border Protection will collect a 35% duty on the entered value of the product at the time of importation into the United States in order to offset the amount of dumping. Information on the U.S. Customs Service may be found athttp://www.cbp.gov

Odyd regarding europe I think it will be slow for some as there are some talk (see for example on gtm research web page comment section) that EU customs have been holding back some chinese shipments. I do not know if this is a tier 1 issue or just some tier 2 & 3 doing some speculative shipments trying to avoid tariffs. Hopefully Eu shipments will be good as well.

Obama Is About To Give A Huge Boost To Solar Power

Barack Obama will on Friday unveil several new initiatives intended to expand the deployment of solar power on Friday, as officials confirmed that a set of solar panels on the roof of the White House was now operational.

Obama will – once again – bypass a deadlocked Congress and use his executive authority to announce $2bn funding for energy-saving measures at federal government buildings, as well as new financing and training programmes for solar installations.

The announcements, to be made on a trip to California, cap a climate-focused week at the White House, following the release of an authoritative report on the growing threat posed by heat waves, severe downpours and sea-level rise.

White House officials told a conference call with reporters the initiatives were intended to add momentum to the solar industry, which has seen rapid expansion over the last two years.

“We are going to be doing everything we can, with the tools that we have to move forward,” said Dan Utech, special assistant to the president on energy and climate change.

you mean modules assembled in Malaysia is out of scope, if they contain Taiwanese cells, QCELLS takeover the US turf is solidified.

I hope there is something about China announced here as obama was talking with China last month about climate change.. I figure this may be a path to agreement with imports/exports of solar products

Tariff is not an issue at all. I said this one more time. Tariff is a cost condition. Chinese companies ,equipped with financial resources will adapt mitigation of tariff in a way that tariff will not be paid. Wha they need is a ruling and establishment what is considered free of tariff.

That is it. Rule on it, and we will act within the ruling.

Good point, however the  uncertainty is not helping.  But as you stated the CN solar will act within the ruling, some buyers are willing to even eat the tarriff cost

I have good resources of information and I see EU become a lot more contributive to Q2 on increased volume. Not all companies have place in EU, simply as their quotas dwindle. Not many can conduct business in Europe effectively.

OK sounds good odyd. Thanks for sharing. I agree btw on tariffs, companies are already eating the tariff costs. So thats good.  And yes Hanwha QCELLS in malaysia seems to be well positioned.

Wal-Mart to double down on solar energy plans

http://www.businessi...r-power-2014-5?

President Barack Obama on Friday plans to talk about energy efficiency at a Wal-Mart WMT +0.94%    store in Mountain View, Calif.--part of a broader effort to raise public support for efforts to combat climate change.

Ahead of the visit, Wal-Mart said it would double the number of on-site solar energy projects at its U.S. stores, Sam’s Clubs and distribution centers by 2020.

The move is part of Wal-Mart’s effort to drive the production or procurement of 7 billion kilowatt-hours of renewable energy by the end the decade. The retailer said its energy-efficiency efforts could save the company as much as $1 billion a year in energy costs.

I have to agree with Odyd on tariff issue being overblown. The problem for our CN guys happened in 2012 when tariff was placed on Chinese produced goods. US now considering to place import tariff Taiwanese produced goods is just a matter of finding another than Taiwanese solution to the already existing problem of import tariffs on Chinese cells. The tariff from 2012 is the real problem. The new one is just hurting the Taiwanese competition.

I've said this before but I'm going to reiterate....at least in the short term the big money boys (and I literally mean the Koch Brothers) are doing their level best to tamp down clean energy, especially solar. They've even gotten their ALEC minions to write state legislation that charges people fees for having home based solar. Arizona has only 5% of its households with solar power....Arizona! One of the sunniest states in the country but legislated by some of the craziest pro-fossil fuel nuts out there. They won't win in the long term but in the short term the hedge funds associated with the anti-clean energy groups can do some real and lasting damage. If you're expecting a rebound in solar just any minute now....think again.

I'm sure they get support but it's in tax breaks not in sales.
