Provincial level or regional add-ons on top of national FiT should be quite common among at least the big solar development areas. Among the announced or soon-to-be are:
Zhejiang (DG) 0.10/KWH
Wenzhou Commercial - 0.42 (National) + 0.10 (Provincial) + 0.10 (City) = 0.62 or
0.42 (National) + 0.10 (Provincial) + 0.20 (City) = 0.72
Residential - 0.42 (National) + 0.10 (Provincial) + 0.30 (City) = 0.82
Jiaxin 2.80 1st year and then 5 cents less per year for subsequent years.
Tongxiang First two years: 0.42 (National) + 1.50 (initial installation) +0.10 (Provincial) + 0.30 (City)
Year 3 - 5: 0.42 (National) + 1.50 (initial installation) +0.10 (Provincial) + 0.20 (City)
Ruian 0.30/KWH for 5 years, valid for industrial installations with capacity >= 50 KW or any plant at public services.
Hangzhou 0.10/KWH, set temporarily for two years.
Fuyang 0.30/KWH for the first two years and 0.20 for year 3 to 5.
Ningbo 0.10/KWH for the first 5 years.
Shanghai 0.25/KWH commercial DG for 5 years.
New (5/4/14): 0.40/KWH Residential DG for 5 years. Solar farm: 0.30/kWh.
Jiangsu 0.25/KWH
Shangdong 0.20/KWH
Hefei, Anhui 0.42 (National) + 2.00 (initial installation) + 0.25 (City)
Furthermore, some subsidies are given upon completion of construction based on capacity:
Hefei, Anhui 2.00/W with a maximum of Y10,000 for residential and a maximum of Y20,000 for commercial.
Jiangxi 4.00/W 1st phase and 3.00/W 2nd phase construction,
now limited to only roof-top generation demonstration projects
Jiangxi New subsidy announced in May 2014, excluding the above demonstration projects
0.20 RMB per kWh, good for 20 years. The province aims to quadruple installations in 4 years.

From separate reports, DG installations in a large range of locations in China can recover the investment within 5 years for industrial use and within 6.4 years for residential use. With additional local/provincial subsidies, the time to recoup the initial investment could be further reduced by as much as a half!

Shanghai is considering a new 0.40 YMB per kwh subsidy for residential DG in addition to the state 0.42 subsidy. For industrial installations, subsidy will remain at 0.25 as previously announced.

Updated the table for the new supplemental subsidy announced by Jiangxi province. It's very generous at 0.20 RMB per kWh, good for 20 years. They have also greatly simplified the procedures to qualify and receive the subsidy.
