They targeted the countries that voted against them;
The investigation will affect France, Italy and Spain in particular – countries who voted in support of solar duties, prompting speculation of a Chinese retaliation against individual EU member states.

Does France make any solar panels, Why do they want to protect German solar manufacturers or are they trying to protect their Nuclear Electric Utilities..............

Bosch solar (bosch is trying to sell this factory but workers has protested and unsure what will happen now with tariffs.)
Fonroche Energie SARL
Francewatts SARL
Sillia Energie SAS
Sunpower corp
Voltec Solar SAS
It is small but they have around 579 MW of module production capacity (C-SI)
Including a-si and cigs it is around 600 MW.
So while quite small they do have an industry still.
Germany have around 3.85 GW of module production capacity currently. Italy around 1.5 GW.

That is exactly the type of action China should take. Only silicon tariffs could actually hurt a lot of Chinese solar companies. Wine makes no difference as there are plenty of alternatives. They actually started the original probe right when the solar duties A/D case was started. This should be a non-issue for WTO as there is no doubt that agriculture and wine in particular is subsidized in the EU.

Anti dumping charges will not stand, only small anti subsidy charge will stand at best. Or as the french goverment said (source: http://www.fbc.com.f...s-chinese-wine-) “inappropriate and reprehensible”.

China's strategic shift to focus on a more consumption than export driven economy will give them the strong hand here. China demand will drive US and EU exports in the future. While an imbalance exist today they cannot afford a trade war because they would give away their future. Neither US or EU can risk losing the China market to the other one. All three must sit down and agree. They'll likely conclude that the division of the value-chain that the natural force of the market has created today is what makes sense. I think US was a net exporter to China in this value-chain, which is ironic since they started the protective measures war.

Yes, but the fakes are produced in China if you read carefully.
Let's just hope that company data coming out of china is not as fake as the watches and the wines sold.

They should just increase the Luxury tax on imported wines, people won't die not drinking wines, and they should crack down on fake wines.

The problem for EU is that they hurt themselves when taxing solar panel imports. They need panels and its industry cannot absorb the higher panel cost, since they cut the subsidies. China is only hurting EU when taxing EU wines and luxury cars. They don't really need their people drinking expensive French wines or drive German luxury cars. Plenty of alternatives. The recent probes is meant to get EU from all perspectives to think twice about what they'll gain from this trade war.
Barosso is a proponent of free trade. He also knows what it takes to remain in power. He'll run de Gucht over and ask Belgium to send him someone better or the Belgian commission will get some much less important area to control.
