Jusung Engineering setting up factory in India?

Not even manufacturers but now equipment makers are setting up mfg plants. Old good days are back?

They have a domestic content requirement down there.

I am aware of that. Why equipment maker is setting up a plant? I can see them selling equipment for one, not starting a factory.
