It is reported that  under the slew of these new policies,  the Chinese PV industry is forced to undertake major transformations through upgrades, mergers, and consolidation. Qualified companies will benefit from the trend. Unqualified ones will struggle to survive now they will be no longer entitled to benefit from those favorable supporting policies from the government, including refund on export taxes.

 

For example, it is projected that only 5-6 Chinese poly makers will remain out of the current 50-60.

 

It is also reported that the list of qualified companies will be published.

This actually could be a huge news for CN solar. If the overall market is co-operating, we will start another rally for CN solar.

Some additional information from the below report:  Initial data indicates that only about 20% of companies meet the new standard.

 

The list of qualified companies will be published soon. It will be interesting to see the result.

Sunnysky is not this only for capacity expansion? Noone will loose out on subsidies with current capacity as far as of my current understanding.

New and expanded capacities that do not meet the standard are banned. All companies have to apply for qualifications, Those that fail to qualify have to be reformed. The "Interim Measures" has four parts covering general principles, application and approval process, supervision and management, and supplementary regulations.  Although it's a bit unclear, I think those unqualified companies will lose the eligibility for benefits at certain point of time, for example, failing to reform/upgrade to meet the standard before a deadline.

This is a major play on the equipment manufacturers actually. They should get a good boost from this. 

Sadly I know for too little who is the most popular equipment manufacturer. I know there are many local chinese manufacturers too. Only I know is in polysilicon GTAT is actually quite popular. 

Apart from that we know some have major contracts. Yingli I belive also have with GTAT.

 

Roth&rau, Centrotherm, Manz etc all the german producer I do not have so much overview currently who would benefit most. If someone has a good overview of the manufacturer scene this could be a very important article for going forward now as I am sure with this policy one will see an upgrade cycle.

I know that ECN + some others have an n-pasha alliance. Most likely some will go for this road.
